Rocker panels and door sills are exposed to impact damage from stones and other road hazards, and drenched in salt water in areas where they salt the roads in winter.
It's no wonder they are one of the first body panels to rust and perforate. Plastic fillers and other stop-gap measures are not a lasting solution, and do not restore the structural integrity of the car.
