This plastic housing with two stage fan and resistor can sometimes lock up on the fan motor. The top resistor can deteriorate over time and cause the fan not to engage also. Either way the fan should be replaced to ensure your engine does not over heat when the air conditioner is used or you are at idle in hot weather.
Mounts behind the radiator and is accessible when the front bumper and core support are removed.
